You may find this error in the system Event Log. Here is my resolustion:

Go to <drive>:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\TEMPLATE\CONTROLTEMPLATES,
Open TaxonomyPicker.ascx in any text editor,

Locate the following line :
<%@ Control className=”TaxonomyPickerControl” Language=”C#” Inherits=”Microsoft.SharePoint.Portal.WebControls.TaxonomyPicker,
Microsoft.SharePoint.Portal, Version=14.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c” %>

Replace ‘&#44’ with ‘,’ , the correct line should look like

<%@ Control className=”TaxonomyPickerControl” Language=”C#” Inherits=”Microsoft.SharePoint.Portal.WebControls.TaxonomyPicker, Microsoft.SharePoint.Portal, Version=14.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c” %>

This issue re occurs when you next run-psconfig, as it resets back to the original file

I have seen other discussions as it is not being used, can be even renamed, but again when you run the ps-config it resets it back

Update:
followed the above but even renaming the file does not work as i mentioned earlier. I then got two errors, one for each file. It appears to traverse all ASCX files in that directory. So I created a new ‘bad’ folder and have moved the TaxonomyPicker.ascx to the new folder.

Another assumption after researching little bit – Microsoft.SharePoint.Portal.WebControls.TaxonomyPicker looks like it is probably because this was depreciated in RTM but used in RC and Beta.
